Presidente Rafael Correa da veto parcial a Ley de Gestión de la Identidad y Datos Civiles
El presidente Rafael Correa objetó más del 50 % del proyecto de Ley de Gestión de la Identidad y Datos Civiles, que la Asamblea aprobó en diciembre pasado con 77 votos (de 137).
El martes pasado envió al Parlamento un veto parcial en el que planteó cambios a 61 artículos, de los 103 que la propuesta contiene, y a 8 disposiciones, de las 14 que hay.
Entre ellos, pidió ‘precisar’ que el matrimonio “es la unión entre un hombre y una mujer”, y la adopción un acto ‘solo’ para “parejas de distinto sexo”, como manda la Constitución.
Lo hizo en los artículos 46, sobre la adopción; 49, sobre el reconocimiento del hijo en matrimonio o unión de hecho; y 52, la autoridad ante quien se celebra e inscribe tales actos.
Correa consideró que “se ha omitido reproducir esta regla necesaria para la comprensión de las disposiciones legales”.
Por eso, en el primer artículo planteó agregar una frase en la parte final, y que es: “En cualquier caso, la adopción corresponderá solo a parejas de distinto sexo”. Y en el segundo y tercero pidió añadir, a continuación de la referencia sobre el matrimonio, que es entre “un hombre y una mujer”.
Por su parte, activistas de “Revolución Trans” se manifiestaron al respecto afirmando que el veto no modificó la decisión del cambio de género en la cédula de identidad.

President Rafael Correa objected more than 50% of the bill of Identity Management and Civil Data, the Assembly approved last December with 77 votes (out of 137).
On Tuesday he sent to parliament a veto on changes which raised to 61 items, of the 103 that the proposal contains provisions and 8, of the 14 there.
Among them, called ‘define’ marriage ‘is the union between a man and a woman «, and adopting an act’ only ‘for’ sex couples,» as mandated by the Constitution.
He did in Articles 46, on adoption; 49, on the recognition of child marriage or de facto union; and 52, the authority to which it is held and enters such acts.
Correa said that «has been omitted playing this rule necessary for an understanding of the laws.»
Therefore, in the first article raised add a phrase at the end, and that is: «In any case, the adoption shall only opposite-sex couples.» And in the second and third requested adding, after the reference to marriage, which is between «a man and a woman.»
Meanwhile, activists of «Trans Revolution» is manifiestaron about saying the veto decision did not change the gender change in the identity card.
